Benazir Skill Training Program: Empowering Pakistan’s Underprivileged. BISP’s flagship skills initiative is officially called the Benazir Hunarmand Programme (BHP). It was launched on 21 June 2025 by President Asif Ali Zardari on the birth anniversary of Shaheed Mohtarma Benazir Bhutto, in the presence of First Lady Asifa Bhutto Zardari. The programme empowers underprivileged Pakistanis with practical, market-relevant skills. It enhances employment opportunities and promotes economic self-reliance.
BISP Chairperson Senator Rubina Khalid has said the Benazir Hunarmand Programme carries forward BISP’s mission. It moves families from assistance to self-reliance. Under the programme, poor people in Pakistan will learn marketable skills. They can then escape poverty and lead better lives.
The programme includes BISP beneficiary families and other poor families. Its main objective is to help people gain skills. It supports those not benefiting from BISP to earn a livelihood and rise out of poverty. The training is completely free. Participants pay no fee.
Reason to Start the Benazir Skill Training Program

Stipend Support (Where Applicable)
The best thing about the Benazir Hunarmand Programme is that the training is completely free. Participants pay no fee. Moreover, a stipend is also offered where applicable. The amount varies by course and training partner.

Collaboration with Organizations To Teach Skills
BISP has partnered with leading national institutions to deliver the training. For example, verified partners include the National Vocational and Technical Training Commission (NAVTTC). In addition, the Punjab Skills Development Fund (PSDF) signed an MoU on 31 July 2026. Furthermore, the Benazir Bhutto Shaheed Human Resource Research and Development Board (BBSHRRDB) signed an MoU on 1 September 2026. Other partners include the Pakistan Poverty Alleviation Fund (PPAF) and Lok Virsa.
Consequently, this collaboration ensures the skills taught are relevant to the job market. Therefore, it opens the best employment opportunities for the trainees.
Who Can Apply: Eligibility Criteria
To apply for the Benazir Hunarmand Programme, you must meet several criteria. First, you must be registered in the BISP Dynamic Registry. Second, you must be between 18 and 40 years of age. Third, you must hold at least a Matric qualification. In addition, only one member per household can apply. Furthermore, you will need a valid CNIC. You will also need an active mobile number registered on your own CNIC. Finally, fifty percent of training seats are reserved for women.
How to Register for the Benazir Skill Training Program
Programme Scale and Certification
According to APP reporting from September 2026, more than 49,000 people had registered on the BHP portal since launch, about 75% of them women, while over 5,000 trainees were in training in Sindh in collaboration with BBSHRRDB. Courses run on a 3 to 6 month formal track alongside artisan tracks, and graduates receive co-branded certificates recognised by NAVTTC and aligned with the HEC National Vocational Qualifications Framework (NVQF). Enrolling in the programme does not affect your Benazir Kafaalat assistance.

Skills That Can Change Lives
The skills taught in the programme are carefully selected to match demand in local and international job markets. Training fields include IT and digital skills such as freelancing and coding; technical trades such as electrician, plumbing, and mobile repair; beauty and healthcare; hospitality; textiles and tailoring; and languages.
Artisan communities get dedicated support too, with craft training and digital marketing for artisans so they can sell their products online. Together, these tracks open the door to decent, well-paying jobs — an important step toward reducing poverty and building sustainable livelihoods for poor families across Pakistan.
