CM KP Announces Major Relief Packages

At a ceremony at the Chief Minister’s House in Peshawar on 26 May 2025, then-Chief Minister Ali Amin Khan Gandapur launched two major KP relief packages: the Roshan Mustaqbil Card and the Sahara Card. Through these cards, the Khyber Pakhtunkhwa government began paying regular monthly financial assistance to orphaned children and widowed women across the province.

Mr. Gandapur resigned on 8 October 2025, and Khyber Pakhtunkhwa has been under governor’s rule since 11 October 2026. This article therefore describes the announcements below in the past tense and attributes them to the then chief minister, while the cards themselves continue as provincial welfare programs.

Roshan Mustaqbil Card for Orphaned Children

The Roshan Mustaqbil Card pays Rs. 5,000 every month to orphaned children between the ages of 5 and 16. At launch, the first phase enrolled 9,000 children, with double orphans first in line. The government promised to release the amount by the 5th of each month, and the first payout reached Rs. 10,000, covering May and June 2025 ahead of Eid-ul-Adha. In addition, officials announced a rise in the stipend to Rs. 10,000 per month on 27 February 2025; however, later reports conflict, and payment records still show Rs. 5,000 per month. To qualify, the child’s father must have passed away, the child must be under 16 as of 30 June 2026, and the child must attend school. Finally, families apply in person through the Local Zakat Committee, and an open IT-based scoring system picks the recipients.

Sahara Card Guarantees Protection for Widows

The Sahara Card gives widows aged 45 years and above a monthly payment of Rs. 5,000. The first phase enrolled 15,000 widows. As with the Roshan Mustaqbil Card, the government released the amount by the 5th of each month, and the first payout reached Rs. 10,000, covering May and June 2025 ahead of Eid-ul-Adha. In addition, officials announced a rise in the stipend to Rs. 10,000 per month on 27 February 2025; however, later reports conflict, and payment records still show Rs. 5,000 per month. The government designed the card to give widows financial help so they can support their families better. Finally, officials planned additional registrations from July 2025 onward.

Transparent and Regular System

The government presented transparency as the basis for both cards. An IT-based scoring system would choose the recipients so that only deserving families receive the stipend. The government released payments by the 5th of each month, and families applied in person through their Local Zakat Committee. Sehat Card Plus Program 2026: Latest Status Update

The Then Chief Minister’s Welfare Pledge

Speaking at the launch ceremony, then-Chief Minister Ali Amin Khan Gandapur said his government believed the province’s resources belonged to its poorest citizens. He called the two cards only the beginning, and promised that every neglected section of society would receive the state’s attention. He also praised the Social Welfare Department, which was collecting data on the province’s poor so that real improvement could reach their lives.

Special Measures for the Disabled Too

The government did not leave disabled citizens out either. At the ceremony, the then chief minister announced electric wheelchairs for persons with disabilities. In 2026, the first phase of that promise moved forward: the government is providing electric wheelchairs to disabled students enrolled in higher-education institutions across the province.

Major Health Card Expansion – Expensive Treatments Now Fully Covered

The Sehat Card Plus program also expanded. During 2025, the card made bone marrow, kidney and liver transplants, along with cochlear and hearing implants, free. Between January and June 2026, the province carried out 250 transplants and implants — 143 cochlear, 71 renal, 22 liver and 14 bone marrow procedures — at a cost of Rs. 654 million. The health department has now asked for extra funds to clear a backlog of about 1,000 children waiting for cochlear implants. In addition, the government piloted free OPD services under Sehat Card Plus in Mardan for 50,000 deserving households, with a second phase planned for Chitral, Malakand and Kohat covering around 120,000 families that BISP data identified.

Govt Increases Dowry Fund – Making Girls’ Marriages Easier Than Ever

The government also raised the Dowry Fund sharply, increasing the assistance for deserving girls from Rs. 20,000 to Rs. 200,000, and began holding mass weddings at the regional level for more than 4,000 deserving girls, bearing the event costs itself. In 2026 the program stayed visibly active: 72 couples celebrated a mass wedding in Mansehra, while 30 couples in Peshawar each received Rs. 200,000.
