Khyber Pakhtunkhwa Annual Development Program 2026-27
Khyber Pakhtunkhwa Chief Minister Muhammad Sohail Afridi recently chaired a video link meeting of the Planning and Development Department to discuss the upcoming Khyber Pakhtunkhwa Annual Development Program 2026-27 (ADP 2026-27). The meeting focused on planning and prioritizing development projects that aim to benefit the people of the province, especially those living in backward districts and merged areas.
PC-1 Completion and Planning Timeline
During the meeting, CM Sohail Afridi instructed that the PC-1 of all schemes included in the next ADP must be completed by June 1. The PC-1 is the foundational document required for each project, and its timely completion ensures smooth implementation of all development initiatives. By setting this deadline, the provincial government is laying the groundwork for an organized and efficient development plan for the next financial year.
Focus on Employment, Education, and Health
The Chief Minister emphasized that new development projects should prioritize employment opportunities, education, health, and basic amenities. The goal is to ensure that the people of Khyber Pakhtunkhwa directly benefit from these initiatives. This approach highlights the government’s commitment to inclusive growth and the overall well-being of its citizens.
Review of ADP 2025-26 Performance
The meeting also reviewed the performance of the Annual Development Program 2025-26. So far, 67% of the released funds have been spent, and 218 high-priority projects are set to be completed in the next financial year.
While the federal government has yet to release funds for the rapid development program of the merged districts, the provincial government has proactively allocated Rs 29.6 billion to ensure ongoing development work continues without delay.
Funding Allocation for ADP 2026-27
For the upcoming ADP 2026-27, the provincial government has planned a balanced allocation strategy. 80% of the funds will be dedicated to ongoing projects, while 20% will be reserved for new development initiatives.
A significant highlight is the Roshan Qabas package of Rs 1,000 billion, which is aimed at accelerating development in the merged districts. This package will provide much-needed resources for health, education, infrastructure, and social welfare programs in these areas.

- Ehsaas Jungle Program to protect forests and promote sustainable development.
- Integrated Development Package for Upper Chitral.
