NEPRA Scraps License Requirement for Small Solar Users
The National Electric Power Regulatory Authority has given a big relief to small-scale solar energy (solar) users as the number of small users in Pakistan is very high. After the amendment in the Solar Regulations 2026, rooftop solar systems up to 25 kilowatts (kW) will not need to get separate licensing from NEPRA, this is a big relief for small users.
What is the revenge
Before this program, approval of net metering connection meant going through the NEPRA licensing process. This is a step that often caused delays and additional paperwork. Now, this authority has been directly handed over to the DISCOs (LESCO, MAPCO, IESCO, etc.) The aim of this program is to process and approve applications for small systems directly from the local power distribution company instead of NEPRA.

Trends of solar energy in Pakistan
In Pakistan, if the bill of a small and poor consumer exceeds 200 units, he has to face six months of trouble because he gets an electricity bill that is more than his capacity for six months, which causes him a lot of trouble. And the second reason is that with the ongoing load shedding, the trend of adopting solar energy is increasing rapidly in Pakistan. According to a conservative estimate, 15 to 25 percent of Pakistani households are already using solar energy in some form or the other, from basic lighting setups to full-fledged grid-connected hybrid systems.
