Disabled persons registration guide for Ehsaas program with Punjab Himmat Card details

New Way Of Registration For Disabled Persons In Ehsaas Program

The Government of Pakistan has a registration process for disabled persons in the Ehsaas program. Persons who were declared ineligible earlier can update their information and request a fresh review — but there is no instant-eligibility mechanism; every case goes through the standard survey and verification. The Government of Pakistan keeps this process free and in person.

Ehsaas payments are now handled under the Benazir Income Support Programme (BISP). If your record shows ‘ineligible’, first update your details with NADRA, then request a free re-survey at the nearest BISP tehsil office. Eligibility is decided by the PMT score from the survey — updating information alone does not declare anyone eligible.

Disabled persons register through the free NSER Dynamic Survey at any BISP tehsil office — there is no online registration. Bring your original CNIC, your disability certificate, and B-Forms for children. Households that include a disabled member qualify with a PMT score of 37 or below (the standard threshold is 32). Anyone promising instant eligibility online, or asking for a fee, is running a scam — BISP never charges for registration.

After the survey, your status updates on the 8171 system within a few weeks. Check it by sending your 13-digit CNIC by SMS to 8171 (free), or enter it on the official portal: 8171.bisp.gov.pk. This is the only official online check.

Updated Information For The Disabled

The government has made registration easier for persons with disabilities. Registration happens in person at the nearest BISP tehsil office, where staff assist applicants who cannot travel or wait in long queues because of their disability. The survey and registration are completely free.

There is no online registration form. Anyone claiming to register you online, or promising immediate eligibility for a fee, is running a scam. Once the survey confirms eligibility at the relaxed PMT threshold of 37, the disabled household receives the quarterly Kafalat payment of Rs. 14,500.

Assistance To Disabled Persons On Updated Information

Persons with disabilities who cannot work get special consideration in the program. Eligible disabled households receive the quarterly Kafalat payment of Rs. 14,500, and Punjab adds its own support through the Himmat Card (explained below). Remember: every BISP service — survey, registration, payment — is free. Never pay an agent.

How To Apply In Case Of Disqualification

If you were declared ineligible, first update your NADRA records (CNIC, disability status, family details), then visit the nearest BISP tehsil office and request a free re-survey. Your updated information goes through the same scoring process — no shortcut declares you eligible immediately.

Check your status by sending your 13-digit CNIC by SMS to 8171, or on the official portal linked above. If your data was recorded wrongly, ask the tehsil office to correct it — re-surveys for wrongly recorded data are free.

Punjab Himmat Card For Persons With Disabilities

Persons with disabilities living in Punjab have an additional option: the Punjab Himmat Card, run by the Social Welfare Department with the Bank of Punjab. It pays Rs. 10,500 every quarter to persons with disabilities who are certified by Social Welfare Punjab and assessed as not fit to work. This is separate from the federal BISP Kafalat payment of Rs. 14,500 per quarter.

To qualify you need a Punjab disability certificate and a CNIC registered in Punjab. Check your status by entering your 13-digit CNIC on the DPMIS portal at dpmis.punjab.gov.pk (written here as plain text, not a link), or call the helpline 1312. There is no separate application form for the card itself — you qualify through your disability registration.
