Japan Development Scholarship Pakistan fully funded master's in Japan

The Japan Development Scholarship Pakistan 2026 application cycle is now open. Eligible Pakistani government officers can apply for a fully funded two-year Master’s degree in Japan for the academic year 2027-28. The deadline to apply is 27 November 2026 through the official online application system.

What Is the Japan Development Scholarship (JDS)?

The Project for Human Resource Development Scholarship, known as JDS, is a Japanese Grant Aid programme implemented by the Japan International Cooperation Center (JICE). It supports young government officials from partner countries who are expected to lead their country’s development, by funding graduate study at Japanese universities. In Pakistan, JDS has been running since 2018. So far, 135 Fellows, including 5 Doctoral Fellows, have been sent to Japan. The 2026 round is the ninth application cycle of this existing scheme, not a new programme, and it will send 17 Fellows to Japan: 16 Master’s students and 1 PhD student.

On 11 August 2026, Pakistan and Japan renewed funding for the scheme when they signed a grant agreement of JPY 350 million (about $2.2 million) for JDS at the Ministry of Economic Affairs. In addition, see the Embassy of Japan grant announcement

Master’s Fields and Seats

JDS divides the 16 Master’s seats across three priority fields. For example, Public Administration and Finance has 11 seats, the largest share. Industrial Promotion and Investment Climate has 3 seats. Energy Policy and Climate Change has 2 seats. Each field links to specific Japanese universities, including Ritsumeikan University, Meiji University, the International University of Japan, the National Graduate Institute for Policy Studies (GRIPS), Kobe University, Yamaguchi University and Hiroshima University. Applicants should choose a field that matches their work and study plans.
