Advocate Mukesh Kumar, representing the petitioners, argued that the situation arose due to a misunderstanding of a previous court order. He stated that the authorities misinterpreted the decision and wrongly initiated deductions.
He further explained that the petitioners include both retired and serving teachers from various cadres such as drawing teachers, physical training instructors, and workshop instructors. These teachers had received promotions and financial upgrades according to official rules, making the recovery process unfair and unjust.

According to the lawyer, the Sindh government had a time scale policy under which teachers from Grade 15 to Grade 20 continued to receive salary benefits. However, the Finance Department issued a letter on January 21 ordering the abolition of these benefits.
Following this, instructions were issued to recover the additional payments already made to teachers. The School Education Department also implemented these instructions, leading to deductions from salaries and pensions.
