The Government of Sindh has taken a major step toward inclusive development with the approval of the Sindh Special Employment Exchange Job Portal. The decision was made by Syed Murad Ali Shah during a high-level meeting held at the Chief Minister’s House.

This initiative aims to create better employment opportunities and provide stronger institutional support for persons with disabilities across the province. By using modern technology and a structured support system, the Sindh government is moving toward a more inclusive and transparent employment process.

Legal Foundation: Sindh Empowerment of Persons with Disabilities Act 2018

The Sindh Special Employment Exchange Job Portal is rooted in the Sindh Empowerment of Persons with Disabilities Act 2018. This law provides a strong legal framework to protect the rights and dignity of persons with disabilities and ensure their full participation in society.

Under this Act, the Sindh government is responsible for:

  • Providing equal opportunities in education, employment, health, and public life
  • Ensuring legal protection for persons with disabilities
  • Establishing special institutions and support systems across the province
  • Creating a central database of persons with disabilities
  • Issuing official disability certificates and identification cards

The law clearly reflects Sindh’s commitment to rights-based governance and inclusive development. It focuses on enabling persons with disabilities to live independently and participate confidently in the national mainstream.

Collaboration with Sukkur IBA for the Sindh Special Employment Exchange Job Portal

To turn this vision into reality, the Sindh government has approved collaboration with Sukkur Institute of Business Administration (Sukkur IBA) for the development of the Sindh Special Employment Exchange Job Portal.

This modern digital platform will feature:

  • AI-based job matching system to connect candidates with suitable opportunities
  • Multilingual access in Sindhi, Urdu, and English to ensure inclusivity
  • A direct digital connection between government departments and job seekers
  • Transparent and merit-based recruitment processes

The portal is designed to make job searching easier and more accessible for special persons throughout Sindh. By removing unnecessary barriers and introducing technology-driven solutions, the government aims to create a fair and efficient hiring system.

The Chief Minister emphasized that empowering persons with disabilities through technology is a central pillar of the province’s social policy. The goal is to recognize the unique abilities of every individual and enable them to actively contribute to social and economic development.

Digital Grievance Redressal System for Protection of Rights

In addition to the job portal, a digital grievance redressal system will also be introduced. This system will allow persons with disabilities to register complaints and seek timely resolution of their issues.

The integrated system will:

  • Provide a structured complaint registration process
  • Ensure transparency in handling cases
  • Protect the rights of special persons
  • Improve accountability in public departments

The project will be implemented under the Barqat timeline with the following targets:

  • Initial prototype by February 2026
  • Full job portal operational by May 2026
  • Complaint redressal module functional by July 2026

This phased approach ensures proper development, testing, and implementation of the system.

Education and Rehabilitation Center in Qambar

Alongside digital initiatives, the Sindh government is also strengthening physical infrastructure for special education and rehabilitation.

The Chief Minister reviewed the progress of the Government Special Education and Rehabilitation Center in Qambar. The newly constructed building covers 6,000 square feet and includes 10 special rooms spread over two floors.

Following a proposal from Marie Adelaide Leprosy Centre (MALC) and approval from the Regional Director of DEPD Larkana, the center will operate as a specialized rehabilitation facility for children with developmental disorders, especially those who are neuro-divergent.

This partnership reflects a collective commitment to supporting children facing physical and neuro-developmental challenges. The center is expected to provide focused care, therapy, and rehabilitation services, offering hope and improved quality of life for many families.
