The government is preparing to introduce a Smart Lockdown Pakistan strategy aimed at tackling rising energy consumption, fuel shortages, and economic pressure. This plan is expected to be officially announced soon and will bring significant changes to daily life, work routines, and public activities across the country.

Unlike previous lockdowns, this smart approach focuses on efficiency, resource management, and controlled activity instead of complete shutdowns. The goal is to keep the economy running while reducing unnecessary energy use and fuel consumption.

Hybrid Working Policy Under Smart Lockdown Pakistan

One of the most important parts of the Smart Lockdown Pakistan plan is the introduction of a hybrid working model.

Implementation Duration

The hybrid system will initially be implemented for one month, after which the government will review its effectiveness.

Government Offices Work Schedule

  • Offices with 5 working days:
    • 3 days in office (8:30 am to 3:00 pm)
    • 2 days work from home
  • Offices with 6 working days (service departments):
    • 4 days in office (8:30 am to 1:30 pm)
    • 2 days online

50% Rota System

To further reduce electricity and fuel usage, only 50% of staff will be present in offices at a time. This system will help lower transportation needs and office energy consumption.

Online Attendance and Monitoring System

The Smart Lockdown Pakistan plan also includes strict monitoring of employee performance.

  • A digital attendance system will track both office and remote work
  • Each officer must maintain at least 65% attendance
  • A weekly audit report will be prepared to ensure transparency and accountability

This ensures that productivity is not affected despite reduced physical presence.

Smart Lockdown Pakistan Rules for Private Offices

Private companies are also required to follow new guidelines:

  • Companies must maintain weekly attendance and performance records

This step is aimed at reducing traffic congestion, fuel usage, and electricity consumption in commercial areas.

Vehicle Usage Restrictions

Fuel conservation is a major goal of the Smart Lockdown Pakistan policy, and strict rules have been proposed for vehicle usage.

  • Senior officials will share vehicles
  • Field vehicles will be strictly monitored and audited
  • Complete ban on using official vehicles for private or family purposes

Penalties for Violations

Firm measures will be enforced against any misuse:

  • Recovery of 3 months’ fuel expenses
  • Possible vehicle impoundment for 3 months

Even private misuse, such as unnecessary travel with family, may lead to penalties if evidence is found.

Fuel and Energy Saving Measures

To address the energy crisis, several strict steps are included in the Smart Lockdown Pakistan plan:

  • Ban on air conditioner usage before 10:30 am in offices
  • Offices must shift 50% of their energy load to solar power within 60 days
  • Strict control on gas, electricity, and fuel usage

These measures aim to significantly reduce national energy consumption in a short time.

Education Sector Adjustments

Educational institutions will also adopt a hybrid model:

  • 3 days physical classes
  • 3 days online learning

Additionally, the online system may be extended for another 15 days depending on the situation. This helps reduce transport fuel use while keeping education ongoing.

Market and Social Event Restrictions

To manage energy consumption and public gatherings, new restrictions will be applied:

  • Markets and shopping centers will close at 9:30 pm
  • Weddings and events:
    • Only one dish allowed
    • Maximum 200 guests
    • مراسم must end by 10:00 pm

These rules aim to reduce excessive electricity use and unnecessary spending.

Electricity and Fuel Concessions

The government is also planning to revise benefits for certain sectors:

  • Employees of WAPDA, power distribution companies, and fuel companies will face a 50% reduction in energy concessions
  • This reduction will apply for 3 months

This step ensures fair distribution of limited resources.

Tax and Financial Measures

The Smart Lockdown Pakistan policy also includes economic adjustments:

  • Possible 2.5% reduction in internet and telephone taxes
  • 5% increase in taxes on buying and selling property and vehicles
  • Rs. 50 increase in toll tax with a computerised collection system

These measures are designed to balance revenue while encouraging reduced fuel usage.

Promotion of Railway Travel

To provide an alternative to road travel, the government plans to promote railways:

  • 15% discount on railway tickets
  • Encouragement for 2 to 5-hour inter-city travel by train
