So Where Does the Problem Actually Arise?
Under NADRA’s current rules, it’s mandatory for a complete biometric record to be captured and stored before an ID card can be issued. As a result, while their basic record exists in NADRA’s system, the full biometric data required for ID card issuance simply isn’t there.

When the required biometrics don’t exist in the record at all, Pak ID cannot process such an application entirely online. Since this data has to be captured for the very first time, the applicant is required to visit a NADRA registration center in person, just once.
